The US officials admitted that  they would consider the proposal with "serious scepticism with former secretary of state Hillary Clinton cautioning that it could not be an another excuse for "delay or obstacle.

The US place the fault on Damascus of war crimes, allegations denied by the government.

The Russians seized on a remark by US Secretary of State John Kerry, who reported to a London news agencies conference that Syria might be able to avoid a strike if it surrendered all of its chemical weapons while swiftly making clear that he had no faith that Mr Assad would do such a thing .

He made the demand after taking off  into London for a discusion with British Foreign Secretary William Hague in the latest stage of his diplomatic tour to garner support for attacking Mr Assad's government.

"The government is not the only player in this region. You have different parties, different factions, different ideologies. You have everything in this decision now."

Mr Assad did not explain whether his comment was a threat that Syrian-backed groups such as Hezbollah would launch retaliation, or a warning that strikes would bolster al-Qaeda-linked groups.
