According to the news who reported that the girl was discovered by a passerby eyewitness who mistook her cries for a trapped cat.
The little baby was found with her umbilical cord still attached on her body.
The baby is being treated for cuts to the skin and hypothermia at a hospital in the nearby town of the area.
An investigation (link in French) has been launched to identify the mother.
The baby's life is not in danger police assured.
A news agency, Jean Haja, reported La Voix du Nord newspaper that he needed to know more about the case before passing judgment.
